What is this? — An activity-based model that estimates how many Full-Time Equivalents (FTEs) are needed to handle the annual SCO procurement workload. It multiplies each task's annual volume by its minutes-per-transaction (calibrated from two independent time studies), then converts total minutes into FTEs using 105,840 productive min/year.
